Det har genom åren blivit alltmer självklart att palestinaaraberna, PLO, Fatah, är mera intresserade av att eliminera det judiska Israel än att bygga upp en stat för sig själva.

Som jag skrev för några dagar sedan hade PLO från början inget som helst intresse eller avsikt att skapa en palestinsk stat. Läs deras ursprungliga Stadgar.  Jag nämnde §24:

Article 24. This Organization does not exercise any regional sovereignty over the West Bank in the Hashemite Kingdom of Jordan, on the Gaza Strip or the Himmah Area. Its activities will be on the national popular level in the liberational, organizational, political and financial fields.

Observera att de inte hade några anspråk på områden som då var illegalt ockuperade av Jordanien, vilket inkluderade hela “Östra Jerusalem“.  Det kom Arafat på först senare.

Det har länge diskuterats en kanal från Röda till Döda havet. Dels för att fylla på detta avdunstande “hav” som får mycket mindre vatten från Jordanfloden än tidigare,  och göra det lite mindre dött, dels avsalta kanske hälften och producera dricksvatten för palestinierna, för Jordanien och för Israel. Samtidigt får man en fallhöjd på 400 meter, som skulle kunna driva generatorer och producera en stor mängd energi. World Bank har studerat problemet:

The declining water level of the Dead Sea has far reaching environmental, social, and economic consequences for the Dead Sea region and beyond. The water level of the Dead Sea has fallen over twenty meters in less than fifty years. The current rate of decline is approximately one meter per year. The consequent impacts on the region of the shrinking Sea are varied, numerous, and may soon become irreversible.

On May 22, 2005 at the annual World Economic Forum – Dead Sea, the Hashemite Kingdom of Jordan, the State of Israel and the Palestinian Authority (in this website hereinafter referred to as the “beneficiary parties”) announced their agreement and commitment to study the feasibility of transferring water from the Red Sea to the Dead Sea as a solution to stop the rapidly declining level of the Dead Sea. The three parties cooperatively prepared the terms of reference (TOR) for the Feasibility Study and Environmental and Social Assessment (the “Study”) of a water transference from the Red Sea to the Dead Sea.  In a jointly signed letter, the beneficiary parties requested the World Bank to coordinate donor support and manage the Study. The World Bankagreed to manage the Study in accordance with its established policies and guidelines. This web site provides information on the status of the Study process and will, in due course, serve as a channel for public information, dialogue, and input.

The Expression of Interest was issued in April 2007. Firms were shortlisted in June 2007. The work on the Study Program is expected to begin in September 2007. The full duration of the Study is anticipated to be 24 months from the time of the signing of the consultancy contracts.

Water transport from the Red Sea to the Dead Sea in order to prevent further decline of the Dead Sea’s water level requires an in-depth feasibility study. The beneficiary parties share a vision for saving the Dead Sea. This vision involves conveying water from the Red Sea to the Dead Sea to reverse environmental degradation and generate water and energy at affordable prices for the region. This vision represents a symbol of peace and cooperation in the Middle East. The TOR prepared by the beneficiary parties stipulates a comprehensive investigation of the environmental, economic, social and technical implications of this water conveyance concept.

The Dead Sea is a site of exceptional historic, cultural, economic, and environmental importance for the Middle East and for theworld. Furthermore, the Study offers a major opportunity for those who live in the lower Jordan Valley to work together and strengthen relationships among neighbors while addressing an environmental and water scarcity challenge of regional and global interest and significance. The beneficiary parties believe that the Study process itself promises to contribute to further cooperation.

The Study will consider environmental, economic, technical, social, and financial aspects of the concept, and shall not prejudice the riparian rights of any of the beneficiary parties.

Självklart är det ett politiskt komplicerat projekt – också idealiskt för att visa vilket som är viktigast, politisk stolthet eller människors överlevnad. Lika självklart är där många ekologiska problem som måste lösas.

Så kommer politiken in. Jordanien sa att “detta har vi ingen aaaaning om – men visst vore det bra med mer vatten och energi”.

Vad säger Abbas och hans gubbar (PA)? “Stoppa Världsbankens pilotprojekt – det går bara ut på att Israel ska kunna stjäla land från oss!!!…….”

Att det ger dricksvatten och energi är ointressant för honom – han får ju ändå allting utan krav, från EU och USA och FN. Men palestinaaraberna har räknat ut att Israel också vinner på den hela komplicerade affären, och då är de absolut emot det! Fayyad kräver att Världsbanken stoppar projektet, och lyder de inte kommer han att gå till Säkerhetsrådet och gnälla.

Pilotprojektet, denna kanal på 18 mil, skulle sedan kräva $7 miljarder för att fullfölja och ge arbete åt en miljon människor, i huvudsak araber. Inte  väsentligt för PA.

PA är utomordentligt bra på att vägra allting, på att fatta beslut som är sämst för dem själva.  De har inte tagit första steget in på Vägplanen, som – om/när alla steg har tagits, resulterar i en palestinsk stat för första gången i världshistorien. De har inte gjort någonting! De ser ju att de ändå får hur mycket pengar som helst från EU.

De kommer aldrig någonsin att göra någonting såvida de inte får en helt annan slags ledare, och inte så länge Hamas sitter i Gaza och får otroliga summer från Obama och andra.
