U.S. Giving Millions To Palestinian Military

By David Bedein Tue Jun 2 2008 Jerusalem – The Middle East Newsline has confirmed that the Bush administration, driven by a 2009 deadline for an independent and sovereign Palestinian state, has been transferring millions of dollars in cash to Palestinian Authority (PA) military commanders “Every major operation is preceded and concluded by cash transfers to Palestinian commanders at a variety of levels,” a PA security source said. “Some of these commanders have already become rich just over the last six months alone.” PA commanders have quietly acknowledged that their forces were unprepared to battle dissidents of the Fatah movement as well as Hamas and Islamic Jihad. But they said that U.S. security coordinator Lt. Gen Keith Dayton has been pressuring the PA to demonstrate its ability to take over security responsibility from Israel throughout Judea and Samaria. The result, the sources said, have been several well-publicized PA troop deployments in Jenin and Nablus over the last six months. In each case, the PA undertook one or two operations, attended by the Israeli and foreign media, to tout Palestinian security capabilities. “When the cameras left, the security situation returned to what it had been before,” another security source said. “But the PA commanders received envelopes full of U.S. dollars.” In Nablus, the sources said, discipline has declined as officers outnumber soldiers. They said 300 officers and 200 soldiers have been deployed in Nablus since late 2007. In Jenin, the PA deployed 600 National Security Force and Presidential Guard troops under the command of Maj. Gen. Suleiman Umran. The troops, the sources said, were rushed from a training program in Jordan to battle suspected Palestinian insurgents and, in their first operations, began shooting civilians. “It was chaos,” a PA security officer recalled. “At one point, field officers called the commander and said one of the shot civilians was dying. The commander said ‘Let him die. I don’t care.’ Another officer with the commander learned that this man was his cousin and began shouting at the commander to take the injured man to the hospital.” The PA has replaced most of its command structure with those loyal to Prime Minister Salam Fayyad. They said this has alienated many veteran commanders who have resisted Mr. Fayyad’s authority. “Dayton has helped install a whole new set of commanders who are loyal to the United States and by extension Fayyad,” a PA security source said. “The old guys are gone and the new commanders get paid for each operation that satisfies Dayton.” British and French intelligence agencies have also been helping in the effort to enhance PA security forces. What this means is that there are entrenched, Western-trained Palestinian troops in the hills overlooking Israel’s population centers, from Netanya to Tel Aviv on the coastal plain to Jerusalem itself. The latent and unexpressed fear in Israel is that Netanya, Tel Aviv and Jerusalem will soon feel the brunt of light artillery attacks from Judea and Samaria, much the way that Sderot and Ashkelon have suffered from Gaza-based artillery attacks. Fatah Officials Fear Truce Could Bolster Hamas A leading figure in Israeli intelligence has noted that the head of the Palestinian Authority, Mahmoud Abbas, has repeatedly spoken about the need for a cease-fire, yet behind closed doors, his advisers hope that Israel will launch a large-scale operation in Gaza with the purpose of ousting Hamas. Senior officials in Fatah, Mr. Abbas’ movement, fear that a cease-fire will bolster Hamas’ strength in Gaza, weaken the Palestinian Authority chairman even further and deepen the separation between the West Bank and the Gaza Strip. Because of its fear of such an agreement, Fatah has demanded that international troops be stationed in the Gaza Strip and at the border crossings. Fatah has also been working to renew negotiations among the Palestinian factions. Today, Israeli Prime Minister Ehud Olmert is to meet with Mr. Abbas at the Prime Minister’s Residence in Jerusalem. Turkish Officials: Israeli, Syrian Foreign Ministers Will Meet In August According to the Turkish embassy in Tel Aviv, Israel and Syria are due to meet for the first time at the end of August for a summit meeting that will give the signal for the start of direct negotiations in the peace process between the sides. Turkish officials who are connected with the talks said that the second round of indirect talks, which is being mediated by Turkey, will take place Thursday, June 5, the anniversary of the beginning of the Six-Day War, at the end of which the Golan Heights were taken by Israel at the demand of Israel’s northern Galilee residents who were being pummeled from Syrian mortars on the Golan Heights. The first round of the talks, which took place in Istanbul approximately two weeks ago, was indirect and was held on two parallel channels, without an Israeli-Syrian meeting. The talks are being coordinated by Ahmet Davutoglu, a special adviser to the Turkish prime minister, Recep Tayyip Erdogan, who is supervising them closely. Turkish officials said that the sides have not yet discussed the burning issues, first among them the precise border and the future of relations between Damascus and Tehran. This information was confirmed by a high-ranking Syrian official, who was quoted recently in the newspaper Asharq al-Awsat as saying, “First, matters of procedure were discussed, and afterwards the general principles were presented.” He added, “The next stage is going into detail. There has been serious progress, and it looks like the transition to the second stage of the talks is already close.” Syrian officials do not intend to settle for Turkish mediation, but meant to recruit Washington for the process as well. “The U.S. is the only country that can advance a peace treaty in a realistic way,” said Imad Mustafa, Syria’s ambassador to Washington. “Peace can be achieved between Syria and Israel, but it requires the full commitment of the United States. Syria is honest in its desire to reach the best possible relations with Washington.” Thai Worker Wounded By Rocket In Poultry Run In Negev Gaza missile and mortar shells fired at the Jewish collective farms known as Kibbutzim and Moshavim continued over the weekend as well. A man in his 20s was moderately wounded at noon on Saturday when a Kassam rocket fell in the poultry run on Moshav Amioz in the Eshkol regional council. The rocket also caused property damage. The young man, a Thai worker, was wounded by shrapnel from the Kassam rocket, which exploded in the moshav’s poultry coop. The man’s employer took him to the Magen David Adom station (Magen David Adom is similar to the Red Cross), from which he was taken for medical treatment to Soroka Hospital in Beer Sheva, where he underwent surgery. Hospital officials said that the man was moderately wounded by shrapnel in the elbow. Over the weekend, approximately 10 missiles and mortar shells were fired at Israeli territory. Last Friday, a rocket fell at the Gevim junction. On Saturday, rockets also fell in Givat Nizmit near the security fence, and south of Kibbutz Ivim. On Friday night, the IDF attacked a building that served as a terrorist base in the central Gaza Strip, north of Khan Yunis. Two Hamas terrorists were wounded the day after they participated in a demonstration in the area of the Sufa crossing point. The Palestinians demonstrated in protest against Israel’s blockade of the Gaza Strip. According to the report, thousands of Palestinians approached the crossing point and, they said, at least six of them were wounded by IDF gunfire. IDF officials said that the soldiers used tear gas and deterrent fire in order to prevent them from crossing into Israel and that the troops spotted at least one armed man among the demonstrators. IDF troops seized two rocket launchers on Tuesday evening during an activity of IDF troops inside Palestinian territory, between the Sufa crossing point and Kerem Shalom, southeast of Rafah. During that activity, 13 wanted terrorists were arrested and brought to Israel for questioning. In another activity on Wednesday evening, southeast of Beit Hanoun in the northern Gaza Strip, 60 Palestinians were arrested on suspicion of terrorist activity against Israel, mainly rocket fire at the Negev. Troops from the Givati Brigade, the 188th Brigade of the Armored Corps and the Engineering Corps participated. When the operation ended, the troops left. Hamas Intensifies SAM Procurement The Hamas regime in Gaza, expecting an imminent invasion by Israel, has increased procurement of anti-aircraft and anti-tank missiles. Hamas and the Iranian-sponsored Islamic Jihad have received new shipments of missiles from Iran. The missiles arrived via Egypt’s Sinai Peninsula or directly from merchant ships in the eastern Mediterranean Sea. “These missiles are regarded as the highest priority as Hamas believes Israel will launch an invasion sometime in June,” a Palestinian source told the Middle East Newsline, which also confirmed that the Hamas and Islamic Jihad terror groups have received shipments of the AT-14 Kornet anti-tank guided missile as well as the SA-7 surface-to-air missile (SAM). The Russian-origin Kornet was used by Hezbollah in the 2006 war against Israel. David Bedein can be reached at Media@actcom.co.il. His Web site is www.IsraelBehindTheNews.com

USA hjälper terror grupper i deras krig mot Israel.

Fredagen den trettonde november 2009.

Här undersöks sambandet amerikansk hjälp och palestinsk terror. Rapporten talar mycket om hur Lt. Gen.

Think Tank “U.S. Aids Terror Group At War With Israel”

by Samuel Sokol A new report releaed by the Center for Near East Policy Research, aJerusalem based think-tank, discusses the possible connection between American military aid and Palestinian terrorism. The report, Implications of US Military Training of Palestinian Security Forces, was authored by center chairman David Bedein and deals with the Office of the U.S. Security Coordinator (USSC), run by Lt. Gen. Keith Dayton. This report is especially relevant following remarks by a senior Fatahofficial last week, stating that the Palestinian Arabs may revert to “popular warfare.” According to World Net Daily correspondent Aaron Klein, Palestinian fighters have made use of American training to engage in violent attacks against Israeli civilians. Established in 2005, the USSC manages a multi-national team of advisors, whose role is to restructure the PA security forces and train personnel. American tax dollars pay for advanced military and constabulary training for the Palestinian security forces at bases in Jericho in Israeland Giftlik in Jordan. The cost of training an entire battalion of National Security Forces (NSF) troops in Jordan is $11 million. Since 2008 approximately 2,100 troops, enough to make four battalions, have been trained by Americans in Jordan. The American government utilizes advisors from the DynCorp International Corporation for training Palestinian forces.

Ties With Terror Groups

Soldiers enrolled in American training programs are vetted for terrorist links by the Palestinian Authority, American intelligence and the IsraelGeneral Security Services ( Shabak). However, there is evidence that many people in the Palestinian security apparatus are also members of banned terror groups. According to Klein “members of the Al Aqsa Martyrs Brigades terrorist organization serve openly in the various PA militias, including in top positions.” The report elaborates. “Salam Fayyad, PA prime minister, reached an agreement with the forces of Al- Aqsa Brigades…not to arrest them as long as they maintained a low profile. Al- Aqsa people are sheltered and receive salaries from Fayyad. When PA security troops were deployed in Nablus, Al- Aqsa people who had not been trained inJordan and were not vetted received command positions, this included one individual who had engaged in extortion.” Some members of the Israeli political and military establishment have expressed their support for general Dayton and his program, citing a decline in terror in Judea and Samaria. In contrast, Bedein writes that the willingness to work with Al-Aqsa Martyrs Brigades indicates that the Palestinian Authority is not, in principal, opposed to the use of violence. Operations mounted by PA forces are most often aimed at destroying Fatah rival Hamas, rather than in reducing terrorism. Bedein told the Five Towns Jewish Times that “The reduction of terrorism from Judea and Samaria is because of the success of Operation Defensive Shield, launched in April 2002, which placed IDF troops in strategic positions to patrol and surround every possible Arab terror stronghold, so as to prevent terror attacks.” “Ever wonder why the shelling stopped from Beit Jalla on Gilo inJerusalem? For only one reason: Simply put, the IDF took back Beit Jalla, quietly and without fanfare.” Fatah recently has been attempting to reconcile with Hamas, creating the possibility of American trained forces being merged into joint units with Hamas fighters. There is also a risk of American trained forces turning on Israel. As Abbas stated, he “reserve[s] the right to resistance” if negotiations do not turn out the way he likes. This occurred during the second Intifada when Yassir Arafat had failed to gain his demands by negotiations. During that period, American training was also used against Israeli civilian targets. In a discussion with Klein, a senior Palestinian commander stated “I do not think that the operations of the Palestinian resistance would have been so successful and would have killed more than one thousand Israelis since 2000 and defeated the Israelis in Gaza without these [American] trainings.” Israel commentators have surmised that Fatah has stepped down its direct involvement in terrorism in expectation of American pressure on Israel by the new Obama administration. In the report, Bedein commented that human rights have not improved in the Palestinian Authority since the inception of the program. “Palestinian and other human rights organizations report brutality, torture and arbitrary arrest by those PA security forces trained by both the United States and European Union.” Building A Palestinian State General Dayton looks on his Palestinian charges with pride. During a military ceremony he announced to Palestinian forces that he “couldn’t be more proud of the fact that you stepped up to be the founders of a Palestinian state.” However the nature of that state remains to be seen. A new plan for Palestinian statehood, written by PM Fayyad, discusses restoring unity with Gaza [Hamas] and of implementing Sharia law. The report quotes a “prominent Palestinian journalist” as saying that the association between the Americans and Fatah could give Hamas a boost in the polls in the next election. This would certainly prove detrimental to efforts to create a demilitarized Palestinian state as envisioned by Benjamin Netanyahu. Moreover, every officer in the Palestinian forces is required to swear an oath of allegiance to Fatah. This had led to “elite PA forces trained inJordan [being] unwilling to stop Fatah militia operations, including extortion and abductions.” Israeli Maj. Gen. (Res.) Ya’akov Amidror commented regarding the Palestinian security forces efforts to reduce terror. “There is a huge difference in the Palestinian view between law enforcement, which is seen as legitimate, and anti-terrorism, which is not seen as legitimate…The U.S. confuses the two.” Clan Versus State In the report Dr. Mordechai Kedar of the Began-Sadat Center for Strategic Studies at Bar- Ilan University is quoted as saying that American trained forces cannot be expected to fight against terror when members of their own clans participate in terror organizations. “…when (not if) there will be domestic problems in the PA/Palestinian State these people will be loyal primarily to their clan [Arabic: hamula] rather than to the state, since they will never shoot their brothers or cousins… you can surely say that their loyalty will be according to the context of the event in which their participation will be required.” Dr. Kedar spoke with the Five Towns Jewish Times regarding the USSC and its role in the peace process. “On one side, it [the USSC] is good because it strengthens those sectors that might work with Israel, especially the security forces. But on the other side, no one can guarantee that these weapons which the Americans are giving those Palestinians will not be turned againstIsrael,” Kedar stated. He continued “Nobody, even the Americans, can give any guarantee that these weapons will not be turned against Israel, and this is the bad point about it.” When asked about the unwillingness of American trained forces to act against the Al- Aqsa Martyrs Brigades, Kedar responded by saying that the PA forces “can become very easily a terror group against Israel…with all respect to Dayton and his efforts, this is a mine which is being implanted in this area.” “I’m pretty sure that they will be the front power against Israel when the day comes.” Asked if he believed that American training will be used in a war scenario against Israel, Kedar responded in the affirmative. Breaking the Law? Bedein’s research indicates that current aid to the Palestinian security forces is in direct contravention of American law. Congress, in making appropriations for Palestinian training, instituted a caveat that “None of the funds appropriated by this Act may be provided to support a Palestinian state unless the Secretary of State determines and certifies to the appropriate congressional committees that…the elected governing entity of a new Palestinian state…is taking appropriate measures to counter terrorism and terrorist financing in the West Bank and Gaza, including the dismantling of terrorist infrastructures…” Continued Palestinian Authority support for the Al- Aqsa Martyrs Brigades means that it would be impossible for the Secretary of State to honestly certify that this provision has been met. According to a 2005 Congressional Research Service report “Congress wants to ensure that U.S. assistance is used for legitimate humanitarian projects and that no U.S. aid is diverted for military or terrorist use against Israel.” A Mission to Washington DC Bedein recently traveled to Washington to present his report’s findings. He spoke with staffers of 25 key members of the US Senate and House and presented copies of his report to make them aware that, in his words, “US military aid to Fatah may backfire.” Despite being cleared for terrorist ties, some recipients of American training are former leaders of banned terror groups that have received amnesty from Israel as a gesture to build up Mahmoud Abbas. Some have said explicitly that their training will likely be used to kill Jews. Samuel Sokol Copyright – Original materials copyright (c) by the authors.

‘American training will be utilized to kill Jews’Muslim gunmen issue dire warning in sit-down interview with WND

Posted: October 02, 2009 1:00 am EasternBy Aaron Klein

WorldNetDailyNORTHERN WEST BANK – Training received at current American-run courses for Palestinian militia men will likely be utilized in the not too distant future to kill Israelis, U.S.-trained Palestinian gunmen told WND in an exclusive, in-person interview this week.WND met seven members of the Palestinian Authority security forces who recently received training at U.S.-run bases as part of a stated effort to reform the PA’s militias. All seven of the interview subjects formerly were leaders of the Al Aqsa Martyrs Brigades terrorist group; some are suspected of still being involved with Brigades activities. They were all granted amnesty by Israel as part of a gesture to bolster PA President Mahmoud Abbas’ Fatah organization against Hamas. The meeting took place at a restaurant in a northern West Bank city that had been known as one of several major strongholds of the Brigades, the declared military wing of Fatah responsible for scores of suicide bombings and deadly shootings against Israeli civilians. The pardoned gunmen agreed to speak on condition their names be withheld and that WND does not print the name of the city in which the meeting took place, citing concerns over their current jobs in the PA’s U.S.-backed security forces. Some of the men present are notorious Brigades members.Asked immediately why they agreed to be interviewed, one former Brigades leader replied, “Because we know people call us Dayton’s poodles, and we want everyone to know that in the next intifada we will be the leaders.”"All the trainings we received from Dayton and company will not affect our loyalty to our people and the resistance,” said the former Brigades leader. The others present concurred. The gunman was referring to Keith Dayton, the U.S. security coordinator to the Palestinian territories who has been overseeing the training of Palestinian militias. Since the late 1990s, the U.S. has run training bases for PA militias. The U.S. also has provided hundreds of millions of dollars in financial aid and weapons to build up the PA militias. The past two years, the U.S. stepped up its efforts at training the PA, running more advanced courses guided by Dayton, who in 2007 initiated an advanced program for Palestinian police that trains 500 to 600 cadets at a time at the American bases. The U.S. currently operates training bases for the PA police and other militias, such as Force 17 and the Preventative Security Services in the West Bank city of Jericho and also at U.S.-operated bases in the Jordanian village of Giftlik. Historically, many members of the Al Aqsa Martyrs Brigades terrorist organization have served openly in the various PA militias, including in top positions. Starting in 2007, then–Prime Minister Ehud Olmert granted pardons for hundreds of Brigades members who were then folded into the PA’s various militias full-time. WND reported two weeks ago Prime Minister Benjamin Netanyahu’s government has quietly continued the controversial practice of granting amnesty to Brigades terrorists despite the dismal track record under Olmert, when many of the pardoned Brigades members continued their involvement in anti-Israel terrorism after they received amnesty. Speaking to WND, the Palestinian militia members were open about using their U.S.-training against Israel. “We want a Palestinian state either through negotiations or through resistance,” said one of the seven gunmen interviewed. “The minute we see the negotiations with Israel are in vain, we will lead the confrontation just like we led it in the last intifada.” Indeed, in that intifada, started after the Palestinians rejected an offer of a state in the summer of 2000, Fatah was responsible for far more terrorism than any other Palestinian group. “Fatah was the leader of the revolution and will be the leader of any struggle against the occupation,” another Fatah interview subject told WND. “We cannot accept Dayton like we are garbage,” he continued. “No, we are Palestinian patriots. What we received from Dayton, we will use when the day comes for a confrontation.” Even Dayton reportedly recently implied his training may be used against Israel. Speaking at a May symposium organized by the Washington Institute for Near East Policy, the Nation magazine quoted Dayton warning that if a Palestinian state is not created within two years, his Palestinian troops might not continue taking orders. “With big expectations, come big risks,” said Dayton. “There is perhaps a two-year shelf life on being told that you’re creating a state, when you’re not.” Robert Dreyfuss, the Nation blogger who was present for the speech, wrote, “To my ears, at least, his subtle warning is that if concrete progress isn’t made toward a Palestinian state, the very troops Dayton is assembling could rebel.” Terrorist: ‘U.S. training helped us kill Jews’ Already, basic U.S. training provided during the 1990s helped kill Israelis, according to a Fatah militant interviewed by WND in 2007. Current U.S. training is far more advanced, and, if turned against Israel, may result in higher casualties. Abu Yousuf, a senior officer of Abbas’ Force 17 Presidential Guard unit in Ramallah, described to WND in 2007 how his U.S. training helped him kill Israelis. “I do not think that the operations of the Palestinian resistance would have been so successful and would have killed more than 1,000 Israelis since 2000 and defeated the Israelis in Gaza without these [American] trainings,” said Yousuf. Yousuf received U.S. training in Jericho in 1999 as a member of the Preventative Security Services. He is a Brigades chief in Ramallah, where he is accused of participating in anti-Israel terrorism, including recent shootings, attacks against Israeli forces operating in the city and a shooting attack in northern Samaria in December 2000 that killed Benyamin Kahane, leader of the ultranationalist Kahane Chai organization. After the Kahane murder, Yousuf was extended refuge by Yasser Arafat to live in the late PLO leader’s Ramallah compound, widely known as the Muqata. Yousuf still lives in the compound. Olmert, while in office last year, granted Yousuf amnesty. Speaking during a sit-down exclusive interview for the book “Schmoozing with Terrorists,” Yousuf said his American training sessions were instrumental in killing Jews: “All the methods and techniques that we studied in these trainings, we applied them against the Israelis,” he said. “We sniped at Israeli settlers and soldiers. We broke into settlements and Israeli army bases and posts. We collected information on the movements of soldiers and settlers. We collected information about the best timing to infiltrate our bombers inside Israel. We used weapons and we produced explosives, and of course the trainings we received from the Americans and the Europeans were a great help to the resistance.” Yousuf described his U.S.-provided training. “I myself received American trainings in Jericho. Together with my Preventative comrades, I received trainings in intelligence methods and military trainings,” he said. “In the intelligence part, we learned collection of information regarding suspected persons, how to follow suspected guys, how to infiltrate organizations and penetrate cells of groups that we were working on and how to prevent attacks and to steal in places. “On the military level, we received trainings on the use of weapons, all kind of weapons and explosives,” Yousuf said. “We received sniping trainings, work of special units especially as part of what they call the fight against terror. We learned how to put siege, how to break into places where our enemies closed themselves in, how to oppress protest movements, demonstrations and other activities of opposition. “We also learned to discover agents that Israel tried to plant in our cells,” he said. Yousuf stressed he “isn’t talking about U.S. training in order to irritate the Americans or the Israelis and not in order to create provocations.” “I’m just telling you the truth,” he said. “We applied against Israel all that we learned from the Americans.”
